[UW] Forum Comments System 1.9.5

Fixed issue with image button mulitlying when editing for the Remote Image upload & storage using add.pics add-on.
Fixed error when someone try to comment-quote a deleted user comment.
handleTemplateError message should be fixed, can't test.
e-notice error should be fixed, can't test.
